The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Partnership Division is in turn organised in three Departments, each of them led by a Director, of which Partnerships and Resource Development Department (PRD) is one. PRD consists of four teams and one is National Society & Government Partners. The leader of that team serves as a member of the PRD Senior Management Team and as a member of the Global PRD Team.

Job Purpose

Provide organisation-wide leadership, guidance and co-ordination in envisioning, developing and implementing a NS/Government engagement strategy to realise targets set in the IFRC 2016-2020 Plan and Budget, including both core resources, as well as funding for specific thematic initiatives.

Job Duties and Responsibilities

Advise and Represent Leadership IFRC in business development with Government Partners

  • To provide strategic leadership and innovation in the development and implementation of IFRC’s engagement strategy with National Society and Government partners to realise (resource) targets set in the IFRC 2016-2020 Plan and Budget and thematic initiatives.

  • Ensure systematic analysis of relevant government policies & decisions and funding trends, develop funding targets and forecast income projections to ensure successful achievement of results to identify opportunities for partnership to match future IFRC needs.

  • Develop, broaden and strengthen the network of NS and Government influencers and advocates in support of IFRC’s mission and represent IFRC accordingly.

  • Guide and Support NS Capacity Building in resource mobilisation in the same segment.

  • Develop Government engagement strategies together with NSs, identify and engage with key centres of Government support, influential government actors and institutions.

  • Provide Regional Offices and National Societies with guidance needed to engage with National Society and Government partner representatives at country level, to initiate and negotiate partnership agreements in order to increase domestic resource development from Government budgets.

  • Ensure effective use of CRM to manage National Society and Government partner profiles, activities, documents, etc. as the tool for analysis, tracking and forecasting of partner opportunities and commitments.

Lead Partnership Management and Resource Development in the same segment

  • Lead institutional processes to ensure increased, consistent and strategic visibility for IFRC leading to greater influence, expanded partnerships and increased resources.

  • Provide leadership and coordination of the IFRC Donor Advisory Group (DAG), growing its membership and ensuring effective contribution and leveraging of IFRC NS/Government engagement strategies with non-DAG member NS/Governments.

  • Prepare tailored investment and partnership cases to target relevant prospects. Initiate and negotiate multi-year un-earmarked grant and partnership agreements and renewals.

Be a role model in leading and managing an effective, high quality team, fit for purpose

  • Define clear roles, accountabilities and activities, and assign them across the team members on an ongoing basis while improving efficiencies within available resources.
  • Plan, manage and monitor the use of available resources (people, budgets, etc.) of the team in order to deliver the agreed activities for area of responsibility.
  • Foster a customer service-oriented culture that values accountability for results, proactivity, continuous improvement, innovation, and high performance.
  • Lead the delivery of service improvement, good practice, continuous learning and knowledge sharing between the IFRC and NSs and between colleagues.
  • Create a working environment that ensures staff growth, motivation and satisfaction.
  • As a member of the PRD Senior Management Team, provide key strategic advice and support to anchor IFRC leadership in public sector influencers networks, high level meetings and other strategic fora.

Education

Master’s degree in International Relations, Public Affairs, Business Administration, Law or other relevant fields is required.

Experience

Required:

Minimum of 12 years of experience in leading government partnerships and resource development functions at a global level for an international organisation.

Credibility in public partnerships and resource development, advanced level of understanding of public sector aid architecture and ODA trends, G8/G20 humanitarian and development aid debates, SDG multi-stakeholder funding instruments.

Proven track record in achieving results in increasing partner base and raising public sector funds at levels over CHF 10 million.

Demonstrated ability to negotiate funding agreements, structure financial instruments and navigate complex funding mechanisms.

Demonstrated experience communicating with high level partners and successfully navigating political and technical government decision-making processes.

Experience identifying and articulating strategic issues, risks and priorities to provide sound advice to senior management (in a complex organisation)

Preferred:

Experience managing government partner and resource development relations within a country where humanitarian and/or development programmes are being implemented.

Knowledge, skills and languages

Job Purpose

Ensure the continuous improvement of IFRC’s performance by a global coherent and regionally relevant knowledge sharing and learning agenda, providing methodologies and systems around learning, knowledge sharing and network data collection, use and reporting.

Job Duties and Responsibilities

Manage an effective IFRC-wide Knowledge Collection, Upgrading, Dissemination and Sharing

  • Enable Federation and stakeholders facilitated access to validated learning, practices and trends relevant to policy and programming.
  • Ensure continued monitoring of relevant external trends, innovations, best practices and priority needs in the area of learning, data management and knowledge management both internally and externally.
  • Develop and strategically manage a systematic and strategic approach to knowledge collection, brokering, networking and sharing meeting institutional and membership needs, including the development and oversight of organizational business processes and systems as relates to organizational and network knowledge sharing.
  • In close collaboration with policy and programming related departments and NS, develop mechanisms in order to validate information in the different global knowledge relevant systems.
  • Ensuring the effective scale up and internal and external diffusion of IFRC-wide reporting and data-gathering in conformity with reporting, compliance and strategic analysis requirements.
  • Manage collaboration on data management with external partners and lead strategy on managing big data at IFRC.

Ensure relevant systems and quality standards

  • Review, develop and strategically manage the use of the organization’s “FEDNET” system (network intranet system).
  • In close cooperation with the National Society Development Coordination and Support Unit, develop relevant business processes and systems as relevant to National Society “Peer to peer” support systems and knowledge sharing.
  • Working Closely with the Planning, Monitoring, Evaluation and Reporting team, develop and strategically manage the organization’s “Federation-Wide Data collection and reporting systems, including the effective scale up of the Federation-wide Databank ensuring effective collection, use, analysis and reporting on Federation- wide data and statistics, including:
    • Managing the delivery of the annual “Everyone Counts Report”, a summary of annual Federation wide data.
    • Assisting the PMER team with data gathering needs as needed.
  • Working in close collaboration with the HR Department, develop and strategically manage the organizations “Learning Platform” as relevant as an external on line learning tool, including:
    • Manage, improve and innovate the IFRC learning platform with a portfolio of leading edge education and training services and products.
    • Create effective internal learning communities and provide access to external knowledge networks and partnerships.

  • Be accountable to Director on progress of results, a pro-active advisor and be a dynamic member of the department management team supporting strategic content areas and/or organisational change.

    Education

Advanced university degree (master's or equivalent) in any relevant area is required.

Experience

Required:

10-15 years working experience in the humanitarian or development sector.

Demonstrated professional experience working in an international or cross-cultural environment preferably with a focus on learning, knowledge and or evaluation in a professional organisation.

Preferred:

Demonstrated professional experience in an organization within the Red Cross and Red Crescent Movement, or in an international organization or NGO.

Knowledge, skills and languages

Required:

Extensive knowledge of principles, systems, techniques and methodologies used in knowledge and information management and learning, preferably with modern and large scale social media experience.

Results oriented and demand driven individual, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations.

CONTEXTE :

En 2015, nous avons développé un site internet multi domaine permettant de rationnaliser les côuts internet des 8 Associations Nationales (AN) présentes au sein du réseau. Ce développement répond entre autre à deux volonté :

  • Diversification de la collecte de fonds privés, en répondant à un contexte de digitalisation des supports de collecte et de communication.

  • Rationalisation des coûts RH sur des compétences digitales sur les 8 AN en termes d’analyse et de développement.

Ce projet a été mis en place en novembre 2015, avec le lancement du premier site : AN Suisse, puis d’un second pour l’AN Allemande.

En 2016, nous allons basculer 4 autres AN sur ce site commun (UK, Canada, France et Luxembourg)

OBJECTIFS DU POSTE :

Dans ce contexte, vos missions seront les suivantes :

  • Vous accompagnerez le chef de projet digital/ coordinateur digital dans le suivi des développements auprès de la SSII en charge de nous accompagner.
  • Vous appuierez les utilisateurs (AN), dans la mise en ligne de leur nouveau site
  • Vous aiderez à la mise en ligne de contenus (déjà rédigés) sur le back office drupal

PROFIL :

  • Vous êtes diplômé d’une formation communication/gestion de projets – ESC, IEP, école de communication, Master
  • Vous avez un goût affirmé pour les problématiques Internet et la gestion de projet web
  • Vous avez des connaissancs de back office web, type Drupal
  • Vous possédez de réelle compétences rédactionnelle et relationnelles, en langue française et anglaise

The Area Manager (AM) is responsible for the coordination, management, development and representation of DRC programming in the Bekaa. Duties

Representation and Coordination

  • Act as the primary DRC representative in the Bekaa and attend all relevant fora/meetings in order to strengthen DRC’s position in the area;
  • Foster relationships with Government authorities and other relevant stakeholders in the area of operation also through frequent visits to projects sites;
  • Develop, implement and regularly revise a DRC engagement strategy and acceptance in the area;

Position Purpose:

The Technical Services Senior Coordinator is a new and highly strategic position that will lie at the heart of Pact Myanmar’s continuing work to bring high quality, evidence-based programming to millions of Myanmar citizens. This work is expected to grow and expand as investments in Myanmar gain pace in the coming years. The successful candidate will be based in Yangon and will report directly to our Programs Director (who also fulfills a Deputy Chief of Party role), and will be a member of the Pact Myanmar Senior Management team. Depending on the caliber and performance of the successful candidate, it is anticipated that this position will transition into the combined Program Director/Deputy Chief of Party position as we go through routine staff turnover in 2017. While the transition timeline is not guaranteed, Pact Myanmar senior leadership will be seeking individuals that are appropriately qualified for this possible transition.

The Technical Services Senior Coordinator will support our extensive Integrated Program supported by multiple donors, to help grow our existing programs, and help us expand our technical representation with and to the new government of Myanmar; and help us expand into new geographic areas in the coming years. S/he will play a critical role in day-to-day management of the technical department, ensuring cross-cutting program quality throughout our programs and coordinating technical models between numerous local and international partners. This will include high-level technical support to Program and Technical Coordinators running our national programs in health, livelihoods, natural resource management and local governance. This will also require working very closely with Pact Myanmar’s Monitoring and Evaluation team, Civil Society Engagement teams, and relevant field staff in multiple locations. Regular travel to the field, including the capital in Nay Pyi Taw, will be required.

The Technical Services Senior Coordinator will also be responsible for supporting our regional program teams to launch new projects and will also be expected to support new business initiatives including technical and budgeting proposal support. Since we work with a great number of partners in the public and private sectors, we are looking for a candidate with exceptional technical, administrative and diplomatic skills to help us represent Pact at senior levels, and forge new programs, partnerships in the future. We would welcome applications for candidates who have some experience in fourth sector opportunities, including social enterprise development, impact investing, and other non-traditional development models.

Key Responsibilities:

Strategic
• As a member of the Senior Management Team, play a strong role in Strategic Planning processes at the country level
• Work with the Program Director, M&E Manager and other senior staff to lead Pact’s long-term evidence-based Research & Learning agenda, in line with strategic plan objectives.
• Assist in designing, developing, implementing and communicating Pact’s “One Program” approach to the country office with the Programs Director and work to ensure harmonization and better collaboration between program and support units;
• Work closely with Pact’s global technical experts (including in capacity development, program quality, health, livelihoods and natural resource management) to ensure that Pact Myanmar is fully aware of and integrating global technical developments;

Programmatic
• Directly support Program Coordinators, Managers and Regional staff to ensure ongoing quality control and model development/innovations while working with a wide cross-section of departments and functions in the organization;
• Maintain oversight of curricula and TOT development. Help manage a large team of technical trainers and TOT experts, balancing the needs of regional Program Coordinators with technical training and quality control;
• Ensure effective pan-organizational collaboration between program implementations teams, the program management unit and technical support staff;
• Support development of program strategy for new sectors and geographic areas;
• Document Pact Myanmar’s key models and approaches;
• Work closely with M&E to design and learn from studies to improve model effectiveness;

Administrative
• Ensure compliance with country-office-level, HQ and donor requirements, policies and regulations.
• Work closely with Pact’s administration, HR and procurement teams to ensure program continuity with a constant eye on continuous improvement and de-bureaucratization.

Basic Requirements:

• Available to work and travel extensively in Myanmar.
• Graduate degree (MPH or similar)
• 7-10 years progressive relevant professional experience.
• Excellent writing and budgeting skills.
• Experience managing USAID programs (including relates rules and regulations and administration of USAID projects); and or other bi-lateral donor-funded development assistance projects.
• Proven experience in program design and implementation in the field, preferably in community health and livelihoods programs.
• Experience managing and working alongside senior high-caliber managers and technical specialists in a variety of sectors. Experience working closely with local government counterparts and civil society partners.
• Proven track record in ensuring program quality and providing mentoring at the operational level, and of helping to develop strategic plans.
• Experience in new business development, specifically pre-positioning, designing and writing proposals and preparing quality budgets essential.

Preferred Qualifications:

CARE is seeking a Sr. Technical Advisor - Monitoring, Evaluation and Learning (MEL) who will be responsible for leading the successful implementation of the MEL plans for the Tipping Point project, which focuses on child marriage programming in Nepal and Bangladesh, and US government and global advocacy strategies in the US. The Sr. Advisor will provide technical leadership and support to the country teams and the US team in the capacity building for and implementation of MEL activities of the project. The incumbent will work closely with the different Tipping Point project teams across countries to facilitate contribution to innovation and learning across CARE USA and CARE globally as well as in external child marriage and MEL forums. S/he will ensure, in partnership with the Tipping Point project team, that the project contributes to CARE's broader goals to advance gender equality and reduce poverty. Specifically, the Sr. Advisor will support the Tipping Point project in implementing its’ learning focused Outcome Mapping monitoring system along with multiple mixed methods evaluation activities to ensure the development of a rich and comprehensive narrative of the project's strategies and innovations, and the contribution of those strategies to changes in the lives of adolescent girls and community norms.
Responsibilities:

  • Overall technical oversight and support for high quality implementation of MEL activities of the Tipping Point project which includes: supporting country teams in the implementation of overall Outcome Mapping monitoring and learning systems; leading the design of mixed methods evaluation activities in partnership with external experts; supporting the overall technical excellence of the project strategy implementation; coordinating cross learning opportunities across teams and externally; and supporting the development of the project’s electronic database.
  • Support the knowledge generation and management of the data being generated across the Tipping Point project for internal and external audiences. This involves ongoing analyses and synthesis of data and learning to inform programming and broader advocacy efforts; writing of briefs, blogs, and other forms of documentation for broader influence; facilitating learning workshops and processes across teams.

Qualifications:
